Fresh Passport for a Newborn Child

You may apply for this service in case:

  1. Your current passport is expiring in less than one year.
  2. Any changes to passport particulars such as spouse name endorsement, address update, or correction of bio page details will require the issuance of a new passport.
  3. If passport is valid for more than one year, but has less than 5 blank pages in the passport.

 

Important Points:

  • It is an offence to hold more than one valid passport at a time.
  • It is an offence under the Passport Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions under the Passport Act.
  • An ordinary passport is normally valid for ten years from the date of issue. However, the Passport Issuing Authority reserves the right to issue passports for a shorter duration if deemed necessary. In such cases, the passport may later be reissued for a validity of up to ten years. For minors, passports are issued for a period of five years or until they reach 18 years of age, whichever comes first.
  • Processing time and Validity of Passport are the at the sole discretion of passport issuing authorities at -Embassy Of India – Oman
  • The scale of fees for renewal and various passport related services including all kinds of miscellaneous services on passport are prescribed by Government of India from time to time.
  • If applicant is having a recently issued passport which is not older than 6 months and if they want to apply for any kind of services other than MISCELLANEOUS SERVICES, needs to get prior approval from Embassy of India – Muscat
  • Any Changes/Corrections to be amended in the passport should be accompanied with documentary evidence request letter with proper explanation required.
  • A Passport expired for more than 6 months up-to 5 year it should be accompanied with a Delay Sworn Affidavit Form explaining the circumstances and the reasons for late renewal. The Sworn Affidavit is to be signed by the applicant in the presence of the Consular Officer.
  • Original Passport need to be submitted for all kind of services.
  • All applicants should submit the application in person for identification (Including minors and new born babies).
  • All signatures on the application form must be made using a black ballpoint pen and signed in the presence of an SGIVS Customer Service Officer. Applicants who are unable to sign—such as infants, minors, or illiterate individuals—must provide their thumb impression in place of a signature, also in the presence of the Customer Service Officer at SGIVS.
  • Applicants holding short validity passports in which Place of Issue, Place of Birth or Permanent Address is from J & K, Srinagar or Nagaland processing time will be Minimum 5 Working Days and NO TATKAL Service.
  • Applicant should be ordinarily resident of Oman.
  • Fees submission at the Indian Consular Application Centre (ICAC) can be made through card/cash
  • Applicants visiting the Indian Consular Application Centre (ICAC) for application submission must have a prior appointment and are required to visit strictly on the date and time specified in their appointment letter. Walk-in applicants without an appointment will not be accommodated.
  • Applicants must ensure that they have all the supporting documents, as mentioned in the "Documents Checklist" section. Incomplete applications will not be accepted at the Indian Consular Application Centre (ICAC).
  • Duly filled passport application form https://portal6.passportindia.gov.in/Online/index.html(Applicant should sign at appropriate places on the first and last page of the application).
  • 02 recent photographs of size 2-inch x 2-Inch (51mm x 51mm) (one pasted on the designated place in the application form and other to be attached application form).Photo specifications can be seen Here.
  • Original Passport of the applicant and one self-attested photocopy of front and last page of the Passport (personal information pages)
  • Processing of a completed passport application is Subject to the approval of concerned Government Authorities. Applicants will receive SMS notifications at various stages of the process. Note: Old passport shall be cancelled by the Embassy and cannot be used for travel once application for reissue is accepted.

 

  • Create an account (Register yourself) on SGIVS Indian Consular Application Centre (ICAC) website. Click Here to register.
  • Fill the Govt of India's Online Passport Application Form, by following these steps:
    • Register through the Global Passport Seva Online Portal. (Choose your country of residence, complete the required information and click on "Register" link. Click Here to visit the Global Passport Seva Online Portal.
    • Login to the Global Passport Seva Online Portal with the Login ID created in the previous step.
    • Select "Type of Service"
    • Fill in the required details in the application form and submit.
    • Click the "Print Application Form" link to print the application details containing Application Reference Number (ARN) and other details.
  • Book your appointment online at SGIVS Indian Consular Application Centre (ICAC) website. You can choose a convenient date and time to visit the SGIVS ICAC for your application submission. Click Here to book your appointment online.  
  • Ensure that you have your passport, photographs and all other supporting documents, exactly as per the "Documents Checklist" section
  • 2 recent Passport size photos(51mm x 51mm) not older than Three months, no uniform ,with white background , DARK DRESS and frontal view. Eyebrows should be visible. Ears, forehead chin to be completely visible. In case of locals wearing qandoura the background should be in light blue. Clarity of the photo is very important - Edited, blurred or unclear photos should not be accepted.Photo specifications can be seen Here.
  • Visit the SGIVS ICAC, as per your jurisdiction. The address and location of the ICAC will be clearly mentioned in the appointment letter. 
  • Kindly ensure you reach the ICAC 15 minutes prior to your appointment time. 
  • Submit your application and deposit your fees at SGIVS ICAC. You can check the fee for this application under the "Fee Details" section.

Documents Checklist

FIRST STEP (REGISTRATION OF BIRTH / BIRTH CERTIFICATE): The child must be first registered as an Indian Citizen. For details please (Add the Consular Link)

NOTE: For a child born in Oman to be registered as an Indian citizen, the application must be made within one year of the child's birth on the prescribed form. At least one of the child's parents must be an Indian citizen at the time of applying.

SECOND STEP (APPLICATION FOR PASSPORT): Following documents are needed to apply for fresh passport to a new born child:

  • 02 recent photographs of size 2-inch x 2-Inch (51mm x 51mm) (one pasted on the designated place in the application form and other to be attached application form). application forms with photo of wrong specifications would be rejected. Photo specifications can be seen Here
    • Photographs should be recent (within six months) in dark colour, against white background
    • Photograph should have a frontal view, with both ears and chin to forehead being visible
    • Eyes should be open
    • There should not be any distracting shadows on the face or on the background
    • Head coverings are not permitted except for religious reasons, but the facial features from Bottom of chin to top of forehead and both edges of the face must be clearly shown
  • Procedure as mentioned above in First Step for registration of child as an Indian citizen be followed and separate set of documents may be attached as mentioned above.
  • Copy of Birth Certificate issued by the Embassy of India Muscat and local Oman Authority
  • Self-attested copies of parent’s passports and residence permits / visas.
  • Annexure D, duly signed by both parents

Additional Documents Required

In case of a single parent being available, the following guidelines must be followed:

  • If one parent is residing in India,
    • Annexure C, duly signed by the parent residing in Oman.
    • A notarized No Objection Certificate (NOC) from the parent residing in India, confirming that he/she is currently present in India and has no objection to the renewal of the child’s passport in the company of the other parent.
    • A self-attested copy of the passport of the parent residing in India must also be submitted along with the NOC.
  • If the parent is residing in a country other than India, an affidavit must be submitted, duly attested by the Indian Embassy or Consulate in the country of residence along with a self-attested copy of the passport.
  • In case, any of the parents is foreign national - the applicant needs to get "Specimen Declaration by applicant's parent for Issue of Passport to Minor".
  • Payment will be made at the ICAC counter.

Note:

  • If any additional documents are required based on the application, the applicant have to provide the same.
  • Kindly note that the presence of the child is mandatory for both fresh and re-issue passport applications for minors. Additionally, the presence of either parent is required at the time of submission, along with the original passport of the other parent.
